Stakeholders urged to comply with revised ECOWAS tariff regime, import and export regulations

The Nigeria Customs Service (NCS) has announced the implementation of the 2026 Fiscal Policy Measures and Tariff Amendments approved by President Bola Ahmed Tinubu, describing the move as a major step towards strengthening Nigeria’s fiscal and trade policy framework, improving economic competitiveness, enhancing revenue generation, and aligning the country’s tariff regime with regional and international obligations.
The announcement was contained in a press statement issued on Wednesday by the National Public Relations Officer of the Service, Deputy Comptroller of Customs Abdullahi Maiwada, on behalf of the Comptroller-General of Customs.
According to the Service, the newly approved fiscal policy measures introduce comprehensive amendments to Nigeria’s Customs and Excise Tariff framework aimed at supporting domestic industrial development, facilitating legitimate trade, and improving the administration of fiscal and tariff policies across the country.
The statement explained that the amendments form part of the Federal Government’s broader economic reform agenda designed to strengthen fiscal governance, promote investment, and ensure that Nigeria’s trade policies remain consistent with regional commitments under the ECOWAS Common External Tariff (CET) framework.
Among the key changes introduced are the Revised Import Adjustment Tax (IAT) List for the implementation of the ECOWAS Common External Tariff (2022–2027), the Revised National List under the same tariff framework, the Revised Import Prohibition List (Trade), the Revised List of Goods Liable to Excise Duty, the Green Tax Surcharge on motor vehicles with engine capacities of 2,000cc and above, as well as the Revised Export Prohibition List.
The Nigeria Customs Service urged importers, exporters, manufacturers, licensed customs agents and all other stakeholders involved in international trade to familiarise themselves with the provisions of the amended tariff schedules and ensure strict compliance with the applicable fiscal and regulatory requirements governing their operations.
To ensure a smooth transition and promote transparency, the Service disclosed that the complete 2026 Fiscal Policy Measures and Tariff Amendments have been uploaded to its official website for public access.
It encouraged stakeholders to carefully study the provisions of the document to gain a clear understanding of the revised tariff structure, tax adjustments, import and export regulations, and other policy changes necessary for full compliance.
The Service reaffirmed its commitment to supporting the Federal Government’s economic policies while continuing to discharge its statutory responsibilities of trade facilitation, revenue generation, and border security.
It stressed that the successful implementation of the 2026 Fiscal Policy Measures and Tariff Amendments would depend on the active cooperation and compliance of all participants within the trade ecosystem, expressing confidence that the reforms would contribute to building a more competitive, transparent, and sustainable economy.
